report from the Governor of Hongkong foreshadowed in

your letter under reference is available.

accordingly to express the hope that Sir R. Stubbs may

be asked by telegraph to expedite this report. The

opportunity of the presence on leave in this country

of His Majesty's Consul-General at Canton might be taken

to secure his assistance at the conference.

Mr. Ramsay LacDonald would be glad to learn whether

Mr. Secretary Thomas, if he concurs in these proposals,

considers that the conference should meet at the Colonial

office or (in view of the possibility of international

issues being raised) at the Foreign office.

5. Unless Kir. Thoma O seos strong objection, Mr.

MacDonald proposes meanwhile to cause the Marine Engineers'

Guild to be informed, in reply to their letter of March 17th,

that steps will be taken, in the manner indicated above, to

give early and thorough consideration to the situation

to which their letter refers.
